Bug reports via the Samsung app are getting me nowhere. Either there is a system-wide issue or a misbehaving app. Because this temporarily fixes the issue, it is clear that this is not due to user error. A temporary fix is to go into sounds settings and select a ring tone or notification sound, even if it is the same one already selected. If per-app settings have vibration on, the notification will still vibrate. Notification sounds are on and working fine, and then suddenly no notification sounds will be played. I've also confirmed that receiving a phone call temporarily reverts the notifications back to expected working order (i.e.: sound plays). Essentially the phone will "switch" to a vibrate mode (even though all settings remain the same indicating sound should play for alerts). UPDATE: I tried using different messaging applications, and I've confirmed I have the same issues as described below.
